According to Sports Collectors Daily, 1992-93 Topps Archives “utilized rookie year images” on the cards from the set. According to Wikipedia, Nick Anderson was drafted in the first round of the 1989 NBA draft.
Assuming that both the former statements are true, the referee in this image officiated in the NBA during the 1989-90 season. I found two places where the 1989-90 NBA referee roster published:
