According to Sports Collectors Daily, 1992-93 Topps Archives “utilized rookie year images” on the cards from the set. According to Wikipedia, Mahmoud Abdul-Rauf (formerly Chris Jackson) was drafted in 1990 and played for the denver Nuggets (NBA) from 1990-1996. Assuming the former is true, the referee in this image officiated in the NBA during the 1990-91 season. I found two places with the 1990-91 NBA referee roster published and David Jones is on both of them:
