According to Sports Collectors Daily, 1992-93 Topps Archives “utilized rookie year images” on the cards from the set. According to Wikipedia, Jay Humphries was drafted in the first round of the 1984 NBA draft.
Assuming that both the former statements are true, the referee in this image officiated in the NBA during the 1984-85 season. I found one place where the 1984-85 NBA referee roster is published:
