According to Sports Collectors Daily, 1992-93 Topps Archives “utilized rookie year images” on the cards from the set. According to Wikipedia, Reggie Lewis was drafted in the first round of the 1987 NBA draft.
Assuming that both the former statements are true, the referee in this image officiated in the NBA during the 1987-88 season. I found one place where the 1987-88 NBA referee roster is published:
